Description: This project will archive, distribute, and provide web mapping services for the statewide Indiana 2011-2013 orthophotography, elevation, and LiDAR datasets via the Indiana Spatial Data Portal (ISDP). The datasets include both compressed and uncompressed image formats, digital elevation models (DEM), and LiDAR (las format). RT staff will archive the data in zip archives on the Scholarly Data Archive, and provide metadata to maintain the datasets' integrity for long-term access. Staff will load the data to an Oracle geodatabase, INMAP, using Esri's ArcSDE application, providing access to the imagery via software applications. GIS Support staff will work with other RT staff to create image caches from INMAP, using ArcGIS Server installed on the Quarry system. RT staff will use these image caches to support web mapping services. The project relies on Indiana University's diverse and robust high-performance networks and computing systems.

Outcome: This project will provide the IU community, government agencies, businesses, and the general public with access to current Indiana orthophotography and elevation data, either by discovering files spatially and downloading, or using web services to view the data from all types of clients, including mobile devices.

Milestones and status:

  • December 2011: Migrated Oracle INMAP geodatabase from libra46 AIX system to Linux rdc01 system, converting raster imagery from long raw to blob format; added 2011 imagery for Hamilton and Wayne Counties.
  • January 2012: Created backup of 6 TB geodatabase; migrated clients to new rdc01 system.
  • February 2012: Indiana 2011 orthophotography (28 central Indiana counties) loaded to INMAP geodatabase and archived on SDA, and web map services created.
  • March 2012: Indiana 2011 LiDAR and elevation data loaded to INMAP geodatabase and archived on SDA; web map services created. ISDP descriptive web page created. Created 2011 orthophotography image caches for 15 southern Indiana counties.
  • May 2012: The state's vendor, Woolpert, successfully acquired the 2012 LiDAR and orthophotography for the eastern portion of Indiana. Woolpert is currently processing and providing to the Indiana Department of Transportation for their review. The Indiana Office of Administration will provide a copy of the data to UITS in early fall 2012.
  • June 2012: Added 2011 RGBI six-inch orthophotography and accompanying elevation datasets for Gibson and Posey Counties (http://gis.iu.edu/datasetInfo/local/gibsonposey2011.php); migrated Indiana Spatial Data Portal website to the web content management system.
  • August 2012: Updated ISDP with replacement DEM, LiDAR, and hydrolines for Hendricks, Monroe, and Johnson Counties. Worked with NRCS, IGIC, and ERDAS technical support regarding method to create DEM county mosaics which maintains vertical metadata.
  • October 2012: Worked with Esri staff to request hotfix for spatial reference issue with ArcGIS Desktop 10.1.
  • January 2013: Loaded Indiana 2012 RGBI orthophotography (36 eastern Indiana counties) to INMAP geodatabase and archived it on SDA. RDC staff created Oracle backup of 6.75 TB INMAP database. Updated GIS Data SQL Server database to provide spatial access to files via Indiana Spatial Data Portal. Created raster mosaic of imagery in Web Mercator spatial reference to support web mapping services.
  • March 2013: Edited and loaded first delivery of Indiana 2012 Elevation and LiDAR data (22 eastern Indiana counties) to INMAP geodatabase and archived it on SDA. RDC staff created Oracle backup INMAP database. Updated GIS Data SQL Server database to provide spatial access to files via Indiana Spatial Data Portal. Updated metadata for all 2012 datasets.
  • April 2013: Edited and loaded second delivery of Indiana 2012 Elevation and LiDAR data (12 eastern Indiana counties) to INMAP geodatabase and archived it on SDA. Updated GIS Data SQL Server database to provide spatial access to files via Indiana Spatial Data Portal. Updated metadata for all 2012 datasets. Created county DEM mosaics for 12 counties and archived.
  • May 2013: Installed and configured ArcGIS Server 10.1 on new Intelligent Infrastructure virtual system. Created raster mosaic datasets of 2005, 2011, and 2012 Indiana orthophotography. Explored workaround options for Esri software bug not supporting multiple spatial reference systems in the same raster catalog.
  • June 2013: Contract with Indiana Department of Administration renewed to create updated, statewide bundled caches.
  • July 2013: Began process of creating bundled caches for most recent Indiana orthophotography; IOT announced extension of orthophotography program for 2014 with capture of the central Indiana corridor.
  • October 2013: UITS staff added 1976 georeferenced aerial photos of Hamilton and Wayne Counties to the ISDP. INDOT provided PremierGeo with digital scans of analog aerial film. PremierGeo used their PixMap™ software to georeference the scans and provided UITS with TIFF images. Wayne and Hamilton Counties paid for the georeferencing work. As additional counties contract this work, UITS will add other INDOT historic images.
  • November 2013: UITS staff received 3 TB of 2013 orthophotography and LiDAR datasets for 15 western Indiana counties, and is beginning the SDA archival process.
  • December 2013: UITS staff completed the archival and distribution process for the first delivery of 2013 orthophotography and LiDAR datasets for 15 western Indiana counties. Staff also completed the best available 2012 imagery cache and mailed the deliverable to Jim Sparks, State Geographic Information Officer.
  • January 2014: UITS staff started the archival and distribution process for the second and final delivery of 2013 orthophotography and LiDAR datasets for 16 western Indiana counties and 3-inch imagery for the Purdue campus.
  • February 2014: UITS staff continued archiving the second 2013 dataset delivery.
  • March 2014: UITS staff completed archiving and verifying the 2013 Orthophotography/LiDAR datasets; added Wabash River 2011 LiDAR dataset provided by USGS.

Benefits: Created in 1999, the ISDP provides the only long-term archive of Indiana orthophotography allowing the public to discover data in multiple formats and download via easy-to-use web interfaces. This project will add new 2011-2013 datasets to the archive to provide a current snapshot of Indiana. In addition, an Oracle geodatabase and web mapping services provide fast, online access to datasets via many types of clients, including mobile devices. RDC staff utilizes Oracle backup applications to create a backup of the 6 TB INMAP geodatabase to provide recovery in case of a catastrophic system failure. GIS Support staff will work with Esri staff to develop ArcGIS Server image cache processes on Linux platforms.

Client impact: These services will support the IndianaMap, a single map for Indiana. The ISDP is the authoritative source of both historic and current Indiana imagery and elevation data. These services will support fast web mapping services supported by both UITS and the Indiana Geological Survey.
